Ruzizi III hydropower plant project : Notice to expression of interest

Project measures 

The Ruzizi III project is a hydroelectric project (147 MW) to be built on the Ruzizi River, on the border between the Democratic Republic of Congo (DRC) and the Republic of Rwanda in the Great Lakes region (région des Grands Lacs).  The project responds to the problem of the energy deficit in the Great Lakes sub-region (Burundi, DR Congo and Rwanda). The project will be financed, built and operated by a consortium in a public-private partnership (PPP). The concession will run for a period of 25 years.

The CEPGL Great Lakes Energy Organization (EGL) is the CEPGL's specialized body responsible for energy cooperation in all its forms among its member countries. It was created in 1974 as a non-profit a Association for the Electrification of the Great Lakes Region (Electrification de la Région des Grands Lacs- EGL), bringing together Burundi, the Democratic Republic of Congo and Rwanda. Its headquarter is located in Bujumbura, Republic of Burundi. It was integrated in 1979 into the Economic Community of the Great Lakes Countries (CEPGL).

Requested consultancy services

For this project, EGL acts on behalf of the states and energy buyers (National Electricity Companies). During the various development phases of the Ruzizi III project. The EGL will be assisted by a consulting firm with multidisciplinary skills including technical, legal, financial, environmental and commercial. The objective of the consultants mandate is to support the EGL, the States and the Purchasers during the implementation of the project in all matters typically relevant within the above mentioned frameworks.

These advisory services will be financed by a special grant provided by the German Federal Ministry for Economic Cooperation and Development and the EU-Africa Infrastructure Trust Fund. 

The selection of the Consultant will be guided by the latest version of the “Guidelines for Assignment of Consultants in Financial Cooperation with Partner Countries “ (refer to homepage of KfW, Business Area Development Bank). It is foreseen to assign the services to an internationally experienced consulting firm/joint venture experienced with similar tasks in the hydropower sector and the region with a minimum annual revenue of 4 million € (lead consultant). 

The Consultant is encouraged to collaborate with consulting firms and/or individual consultants as well as specialised consultants/ experts if deemed necessary to reinforce the needed local, institutional, technical, legal, financial, commercial and environmental competence. 

The language for the prequalification and services is French only.
